A car’s debts stay with the car. Overdue tenencia, lapsed emissions checks, and traffic fines become your problem the moment you sign — unless you catch them first and use them to negotiate.
Look it up by plate on the state portal
Every state has a finance portal where the plate reveals pending tenencia, renewal fees, and fines. If the car has circulated in more than one state, check each one: debts are not consolidated.
Ask for receipts, not promises
The seller should show tenencia and emissions payments for recent years. “It’s all up to date” without paperwork does not count: surcharges on overdue years can exceed whatever you save on the price.
Negotiate the debts in writing
If debts show up, agree in writing on who pays them and when, before any deposit. With unsettled debts, most states will not complete the ownership change.
Fast workflow
- 1Check the plate on the state finance portal.
- 2Review recent tenencia and emissions receipts.
- 3Agree in writing on who settles anything pending.
Buyer checklist
- Tenencia and renewal fees up to date
- Emissions check current with no related fines
- Traffic fines checked by plate
